The Social Aspects of Digital Intelligence

Within the framework of the National Laboratory for Social Innovation (TINLAB), the subproject 鈥淭he Social Aspects of Digital Intelligence鈥 focused on developing a Digital Intelligence Scale. The measurement tool has received trademark protection and has been registered under the name DIP (Digital Intelligence Profile).

Measuring and developing digital intelligence 鈥 which encompasses both digital competence (technical preparedness and knowledge for using digital tools) and digital attitude (behaviour related to the use of these tools) 鈥 is essential for successful digitalisation at both societal and corporate levels.

The DIP measures three domains across eight dimensions and three levels, and can be used to assess the citizens of a nation, region, city, company, or organisation (e.g. schools). Its interdisciplinary nature spans multiple fields: education, psychology (digital emotional intelligence), information technology (digital safety, digital literacy), media studies, law (digital rights), sociology (digital social relations), and management theory (digital dialogue).

The emergence of digital technologies has radically transformed workplaces and everyday life 鈥 though not equally for everyone. The term digital divide is used to describe the disparities between different social groups. These differences may arise due to age (older generations lag behind, as they encountered the internet later in life), geography (disadvantaged regions), or social status (marginalised groups).

Assessing the digital intelligence of the population plays a key role in bridging this divide, as it provides valuable feedback for the education system (both public and higher education), government, and businesses. The results help individuals become active participants in the digital society and use technology effectively for learning and work.

Surveys on the Practical Application and Organisational Assessment of Digital Intelligence

Two pilot studies have already been conducted 鈥 one within a law enforcement organisation and another among athletes. Currently, the first large-scale survey is underway, involving the member companies of the Veszpr茅m County Chamber of Commerce and Industry, in cooperation with the University of 精东影业.

Hundreds of entrepreneurs have already completed the questionnaire. The resulting individual digital intelligence map provides instant feedback on their current position and highlights areas in need of development. Plans are underway to apply the DIP scale in a nationally representative survey as well as in other EU countries.

Presentation of Scientific Results at an International Conference: Findings from the Law Enforcement Pilot Survey

At the 26th European Conference on Knowledge Management (ECKM), the study titled 鈥淎ssessing Digital Intelligence: Validation and Insights from a Law Enforcement Pilot Survey鈥 presented the results of an online pilot survey conducted in 2024.

The questionnaire was completed by 180 employees of a selected Hungarian law enforcement agency. The aim of the research was to assess the level of digital intelligence and the readiness of law enforcement personnel for the digital age.

The results revealed a mixed picture: employees demonstrated strong digital dialogue, emotional intelligence, and online self-management skills, while showing significant weaknesses in digital literacy and digital protection, which received the lowest scores. Interestingly, age showed no correlation with digital intelligence 鈥 meaning that younger employees did not necessarily perform better than their older counterparts.
